DEPARTMENTAL DIRECTIONS ORGANISATION

THE EXCUTIVE SECRETARIAT DEPARTMENT.

The departmental tax and estate offices are directed and led by departmental directors who have the rank of head of service.

They are technical services responsible for applying, locally, the missions devolved to the Directorate General of Taxes and Domains.

As such, they are responsible, in particular, for:

  • coordinate, within the limits of their competences, the action of the assessment, control, issuance of collection titles in matters of direct and indirect taxes, registration fees, domains, stamp, land conservation and similar taxes of State and local communities;
  • monitoring the issuance of collection certificates, in partnership with public accountants; 
  • collect and process tax information
  • manage the human and material resources of the services under their supervision;
  • participate in the management of the state land register;
  • to know the litigation of these taxes and assimilated taxes;
  • ensure compliance with current tax legislation.

TAX UNIT

The tax department is headed and led by a department head who has the rank of head of office:

It is responsible, in particular, for:

  • monitor the application of tax texts and instructions;
  • monitor base operations, liquidation and litigation;
  • monitor the issuing of collection certificates and reconcile data on taxes;
  • monitor activity and operations in terms of research and tax information.

ADMINISTRATIVE AND FINANCIAL AFFAIRS UNIT

The service of administrative and financial affairs is directed and animated by a head of service who has the rank of head of office.

It is responsible, in particular, for:

  • manage and monitor the department's budget and finances;
  • maintain the departmental personnel file;
  • manage the human resources and equipment of the department;
  • monitor the application of the service organization texts.

IT SERVICES UNIT

The IT department is headed and led by a department head who has the rank of office manager.

It is responsible, in particular, for:

  • manage and follow the IT policy of the department;
  • coordinate the deployment of IT and electrical products and equipment;
  • coordinate the maintenance of IT and electrical products and equipment;
  • coordinate training, assistance and the collection of user needs;
  • supervise the activities of the IT sections in the computerized sites;
  • manage computer equipment stocks.

LARGE BUSINESS UNIT

The unit of large companies is directed and animated by a chief of service, which has rank of chief of office.

It is responsible, in particular, for:

  • sit down, liquidate and issue titles to collect taxes owed by large companies;
  • maintain and manage the file of large companies;
  • carry out formal and documentary checks on these companies;
  • carry out scheduled spot checks on large companies;
  • investigating the litigation resulting from the taxation of these companies;
  • carry out audit operations relating to the reimbursement of the value added tax credits of these companies;
  • carry out all research operations within these companies .

MIDSIZE BUSINESS UNIT

Medium-sized business units are headed and led by a department head who has the rank of office manager.

They are responsible, in particular, for:

  • sit down, liquidate and issue titles to collect taxes owed by medium-sized enterprises;
  • maintain and manage the medium-sized enterprises file;
  • carry out formal and documentary checks on these companies;
  • carry out scheduled spot checks on these companies;
  • carry out audit operations relating to the reimbursement of the value added tax credits of these companies;
  • carry out all research operations, surveys and cross-checks within these companies;
  • investigate litigation resulting from the taxation of these companies .

MIDSIZE BUSINESS UNIT

Small business units are headed and led by a department head who has the rank of office manager.

They are responsible, in particular, for:

  • sit down, liquidate and issue titles to collect taxes owed by small businesses ;
  • maintain and manage the small business file;
  • carry out formal and documentary checks on these companies;
  • proceed or scheduled punctual control of these companies;
  • carry out audit operations relating to the reimbursement of the value added tax credits of these companies ;
  • carry out all research operations within these companies;
  • investigate litigation resulting from the taxation of these companies .

PERSONAL TAXATION UNIT

The personal tax units are directed and led by a department head who has the rank of head of office.

They are responsible, in particular, for:

  • sit down, liquidate and issue titles to collect taxes owed by individuals holding income other than profits resulting from the exercise of a professional activity;
  • maintain and manage the file of these taxpayers;
  • carry out scheduled spot checks on individuals;
  • carry out formal and documentary checks on the declarations of these taxpayers;
  • to investigate the tax litigation resulting from the taxation of these taxpayers .

OIL TAXES UNIT

The petroleum taxation unit is directed and animated by a head of service who has the rank of head of office.

It is responsible, in particular:

  • sit down, liquidate and issue titles to collect taxes owed by companies in the upstream and downstream petroleum sector and petroleum subcontracting;
  • keep and manage the file of these companies;
  • carry out formal and documentary checks on these companies;
  • carry out scheduled spot checks on these companies;
  • carry out audit operations relating to the reimbursement of value added tax credits of these companies;
  • to carry out all the research operations of investigations and cross-checking within these companies;
  • investigate litigation resulting from the taxation of these companies .

OFFICES OF VARIOUS TAXES DEPOSIT

The offices of the deposit on various taxes are directed and animated a chief of service which has rank of chief of office .

They are responsible, in particular, for establishing, liquidating and issuing deeds to collect the deposit on various taxes of taxable persons;

  • maintain and manage the file of taxpayers liable for the down payment on various taxes;
  • carry out research operations with the legal parties liable for the deposit on various taxes;
  • to supply the database of the national research service ;
  • supply, by intelligence, the other units and office.

OFFICES OF REGISTRATION, DOMAINS AND STAMPS

The offices of registration, domains and stamp are directed and animated by a head of service who has the rank of head of office.

They are responsible, in particular, for:

  • sit down, liquidate and issue titles to collect the duties and taxes of the registration, domains and stamp of their territorial jurisdictions ;  
  • ensure, within the limits of their powers, formal control and the central documentation of files related to registration rights and stamp, products and royalties ;
  • carry out all research operations in matters of registration fees and stamps, state products and fees:
  • hear litigation and requests for graceful surrender concerning registration and stamp duties, state products and fees .

OFFICES OF LAND CONSERVATION

The land conservation offices are directed and animated by a head of service who has the rank of head of office.

They are responsible, in particular, for:

  • to sit down, to liquidate and to issue titles of collection of the rights and taxes related to the conservation of the mortgages and the property land, and the recording of the acts noting the real rights real estate and other conventions subjected to the single or merged formality;
  • proceed to the registration, the transcription of the acts, the cancellation and / or the renewal of the acts in the land registers ;
  • popularize the land title;
  • conduct land research;
  • hear litigation over land conservation rights and taxes;
  • to know the litigation of real property rights.

DEPARTMENTAL VERIFICATION SQUAD

The departmental verification brigade is directed and  - animated by a brigade chief who has the rank of bureau chief.

It is responsible, in particular, for:

  • carry out any general and / or ad hoc verification of small and medium-sized enterprises;
  • carry out, jointly with the national verification brigade, any general and / or ad hoc verification of petroleum companies and petroleum subcontractors;
  • ensure, at the departmental level, that the procedure is respected and that the quality of the audits of companies is respected;
  • produce tax audit reports;
  • ensure the transmission of rights management forms;
  • monitor the issuance of rights collection certificates following these verifications;
  • keep statistics relating to these verifications; 
  • investigate litigation of tax audits.
